भूमि अधिग्रहण 2015

पांच सितंबर को संसद ने भूमि अधिग्रहण, पुनर्वास, पुनस्र्थापना में उचित मुआवजा और पारदर्शिता का अधिकार बिल पर मुहर लगा दी। भूमि अधिग्रहण बिल की अवधारणा को साकार होने में दो वर्ष का समय लगा। इन दो वर्षो में देश के विभिन्न भागों में अलग-अलग समूहों ने इस बिल में जो दिलचस्पी दिखाई उससे स्पष्ट हो जाता है कि यह बिल एक ऐतिहासिक बिल है। यह संप्रग सरकार द्वारा जनता को अधिकारों से लैस करने के कानूनों की दिशा में पांचवां मील का पत्थर है। इससे पहले सूचना का अधिकार, शिक्षा का अधिकार, खाद्य सुरक्षा अधिकार और वन अधिकार को लेकर कानून बनाए जा चुके हैं। इन बिलों का उद्देश्य आम आदमी का सशक्तीकरण और हाशिये पर सिमटे समुदायों के अधिकारों की रक्षा है। हालांकि जैसा कि किसी भी अच्छे कानून के मामले में होता है, नागरिक समाज के कुछ समूहों और कुछ औद्योगिक व कारपोरेट गुरुओं ने इस कानून पर भी हमला बोला है। मेरे ख्याल से, यह आलोचना अपने आपमें इस तथ्य की पुष्टि करती है कि हमने एक अच्छा कानून तैयार किया है। एक ऐसा कानून जो किसी खास समूह के हित न साधता हो, बल्कि टिकाऊ विकास के लक्ष्यों के प्रति प्रतिबद्ध है।

पिछले सप्ताह मुङो दैनिक जागरण टीम के साथ नए भूमि अधिग्रहण बिल पर चर्चा करने का मौका मिला। मैं इस अपेक्षा से जागरण कार्यालय गया था कि जागरण टीम इस कानून की ‘वामपंथी’ प्रकृति के आरोप में मुझ पर चढ़ाई कर देगी। जागरण हमारी हालिया पहलों का बड़ा प्रशंसक नहीं रहा है और मैं मान रहा था कि इस प्रयास को भी कुछ संदेह की दृष्टि से देखा जा रहा होगा। मैं तब हैरान रह गया जब जागरण संपादक मंडल ने सराहना की कि हमने एक ऐसा मसौदा तैयार किया है जो विभिन्न प्रतिस्पर्धी हितों के क्षेत्र में संतुलन कायम करता है। मुङो सुखद आश्चर्य हुआ। असल में, यह नया कानून तेजी से उभरती हुई अर्थव्यवस्था और उन विविध सामाजिक संरचनाओं के बीच एक समझौता है, जिन्हें संवेदनशीलता के साथ समङो जाने की जरूरत है। यही वह भावना है जिसके साथ हमें इस कानून को लागू करने के लिए काम करना है। यह ऐसा कानून नहीं है, जो किसी भी क्षेत्र के खिलाफ लक्षित है। यह कानून महज किसानों या आदिवासियों के ही पक्ष में नहीं है। दरअसल, यह कानून जनवादी है। 1इस कानून को सही ढंग से समझने के लिए इसे एक बीमा पॉलिसी के रूप में देखना चाहिए। यह कानून जबरन अधिग्रहण के खिलाफ गारंटी है। यह बिल वायदा है कि स्वतंत्र भारत के पिछले छह दशकों के विपरीत अब किसी भी परिवार का उसकी इच्छा के खिलाफ उसकी भूमि से विस्थापन नहीं होगा। हम अनुचित अधिग्रहण को सरल बनाने के लिए किसी गरीब और वंचित व्यक्ति के अधिकारों की बलि नहीं चढ़ा सकते। मुङो पूरा विश्वास है कि कोई भी ऐसा नहीं चाहता। समाचार पत्रों में मुआवजे, पुनर्वास और पुनस्र्थापना संबंधी प्रावधानों पर काफी चर्चा हुई है। मैं दो और महत्वपूर्ण पहलुओं पर ध्यान केंद्रित करना चाहूंगा। इसके साथ ही कलेक्टर की भूमिका और अपील के तंत्र पर भी प्रकाश डालना चाहूंगा।

How can Modi allow Jyoti to remain in ministry, ask Opposition MPs

A united Opposition created uproar in the Rajya Sabha while demanding resignation of Union Minister Sadhvi Niranjan Jyoti for her controversial remarks, forcing repeated adjournments.

It was trouble right from the word go with opposition also attacking Prime Minister Narendra Modi for not coming to the House to speak on the issue and wanted him to announce the “sacking” of the minister in the House.

Parliamentary Affairs Minister M Venkaiah Naidu rejected their demand citing controversial remarks made in the past by leaders from other parties as well.

BJP members engaged in angry exchange of words with those in the Opposition as the government appeared toughening its stand on the issue with a number of ministers countering the demand.

Members from Congress, SP and JD (U) trooped into the Well while those from CP-M, CPI and Trinamool Congress were on their feet rejecting the government’s argument that the matter should be treated as closed since the minister has already expressed regret.

The House was adjourned four times in the pre-lunch session because of the pandemonium.

Soon after Rajya Sabha Chairman Hamid Ansari took up obituary references after the House met for the day, Opposition members were on their feet demanding action against the minister.

Renewing his demand for passing a condemnation resolution by the House, Naresh Agrawal (SP) said, “This House does not have faith in the minister and demands that she be sacked.”

Deputy Leader of Congress Anand Sharma said the remarks made by the minister is “not only a cognisable but also compoundable offence” under section 153(A) of the IPC and demanded that the Prime Minister should come to the House and inform it that the minister has been sacked.

Section 153(A) of the IPC deals with the offence of promoting enmity between different groups on ground of religion, race, place of birth, residence and language and doing acts prejudicial to maintenance of harmony.

“We are not seeking any apology. The minister should be sacked. This is an insult to the Constitution. The Prime Minister should inform the House that the minister has been sacked,” Sharma said.

हर देश की अपनी राष्ट्रभाषा होती है।
सारा सरकारी तथा अर्ध - सरकारी काम
उसी भाषा में किया जाता है।
वही शिक्षा का माध्यम भी है। कोई भी देश
अपनी राष्ट्रभाषा के माध्यम से ही विकास पथ
पर अग्रसर होता है। संसार के सभी देशों ने
अपने देश की भाषा के माध्यम से
ही अनेकों आविष्कार किए हैं। लेकिन
विडबंना देखिए की हिन्दी आज़ादी के 63 साल
गुजर जाने के पश्चात भी अपना सम्मानजनक
स्थान नहीं पा सकी है। आज़ादी के समय
हिन्दी को राष्ट्रभाषा के रुप में स्थापित करने के
प्रयास का भरसक विरोध किया गया और तर्क
दिया गया कि इससे प्रांतीय भाषाएँ पिछड़
जाएँगी। अनुच्छेद 343 में लिखा गया है - संघ
की राजभाषा हिन्दी होगी और
लिपि देवनागरी होगी परन्तु बाद में इसके साथ
जोड़ दिया गया कि संविधान के लागू होने के
समय से15 वर्ष की अवधि तक संघ के उन
प्रयोजनों के लिए अंग्रेज़ी का प्रयोग
होता रहेगा। इस तरह हिंदी को 15 वर्ष
का वनवास मिल गया। इस पर भी पंडित
जवाहरलाल नेहरु ने 1963 में संशोधन कर
दिया कि जब तक एक भी राज्य हिंदी का विरोध
करेगा , हिन्दी राष्ट्रभाषा नहीं होगी। हिंदी के
सच्चे सेवकों ने इसका विरोध भी किया। कुछ
समय बाद प्रांतीय भाषाओं में विवाद
खड़ा हो गया। उत्तर और दक्षिण में
हिंदी का विरोध हुआ और इन दो पाटों में
हिंदी पिसने लगी। आज भी हिंदी वनवासिनी है।

The word dharm means the religious practices and thoughts that are aimed to fulfill a pious
goal in life. Accordingly the apar or varnashram dharm is the religious discipline and
injunctions of do’s and don’ts that are explained in the scriptures for uplifting the sattvic
qualities of a human being in general. Varnashram word refers to all kinds and classes of
people of this world living various orders of life (like a family man, a priest, a monk or a
sanyasi), and apar word means ‘secondary’ or ‘general’ or ‘preliminary’ because it is not the
absolute or prime dharm, it is the preliminary dharm for everyone in the world.
The discipline and rules of apar dharm vary according to the state of the spiritual
consciousness of a person, and its rigidness also varies from age to age, that is, from satyug to
kaliyug. In short you can understand that (for the existing age) all kinds of good deeds and
philanthropic works that are beneficial to the society, and sincere observance of the
religious discipline of the ‘order of life’ (religious student, family man, or a renounced
person) you are following, come in this category, provided, that they are done with sattvic
motivation. Sattvic motivation means having faith in God and then doing all the good karmas
only to please God and not for any kind of personal gain. Even if you think of receiving
compliments for your good karmas or the religious practices which you observe, it will not be
classified as sattvic , it will become rajas , because you desired for the compliments and you
have received them. Thus you have already availed the outcome of your so-called good deeds.

The real value of the Indian life can be seen only in the villages. Agriculture which is the basis of Indian economy is practiced largely in the village. About 70% of the Indian population still depends on the agriculture. गुरु मोदी' की पाठशाला

1. डिग्री के साथ हुनर जरूरी

रोजगार की समस्या को दूर करने के उपाय से संबंधित सवाल के जवाब में प्रधानमंत्री नरेंद्र मोदी ने कहा कि हमारे पास डिग्री के साथ-साथ हुनर का होना जरूरी है। बहुत से बच्चे कई वजहों से सातवीं, दसवीं, बारहवीं तक पढ़ाई कर पाते हैं। अगर उन्हें हुनर सिखाया जाए तो बेरोजगारी की समस्या दूर हो सकती है। उन्होंने कहा कि जब मैं गुजरात का मुख्यमंत्री था तब आणंद में नेनो कार प्लांट लगाने की तैयारी चल रही थी। मैंने प्रबंधन से आसपास के क्षेत्रों के बच्चों के लिए आइटीआइ में ऑटोमोबाइल का कोर्स शुरू करने को कहा और जब तक प्लांट तैयार हुआ कई बच्चे कार निर्माण के हुनर में माहिर हो गए। उन्हें उसी प्लांट में रोजगार मिल गया। मोदी ने कहा कि यदि हमारे बच्चे हुनरमंद होंगे तो देश की अर्थव्यस्था अपने आप सुधर जाएगी।

2. हर स्कूल में लड़कियों के टॉयलेट

प्रधानमंत्री मोदी ने कहा कि स्कूलों में ड्रॉपआउट कम करने के लिए हर स्कूल में लड़के व लड़कियों के लिए अलग टॉयलेट होना जरूरी है। हम अक्सर देखते हैं कि पांचवीं, सातवीं कक्षा तक बच्चियां पढ़ते-पढ़ते स्कूल छोड़ देती हैं। इसकी सबसे बड़ी वजह होती है स्कूल में उनके लिए अलग टॉयलेट का अभाव। इसके लिए गंभीर प्रयास शुरू किए गए हैं। प्रधानमंत्री ने लड़कियों की शिक्षा पर जोर देते हुए कहा कि एक बालक के पढ़ने से एक व्यक्ति शिक्षित होता है जबकि एक बालिका के शिक्षित होने से दो परिवार (मायका व ससुराल) शिक्षित होते हैं।

3. स्कूलों में साफ-सफाई पर जोर

मोदी ने साफ-सफाई के महत्व पर प्रकाश डालते हुए कहा कि स्कूलों में इसका खास ख्याल रखा जाना चाहिए। और इसके लिए छात्र और शिक्षक मिलकर काम करें।

4. बिजली बचाकर देशसेवा

मोदी ने कहा कि ऐसा नहीं है कि हम डॉक्टर, इंजीनियर, वैज्ञानिक बनकर देशसेवा कर सकते हैं बल्कि छोटे-छोटे उपायों से भी हम देशसेवा कर सकते हैं। उन्होंने कहा कि बिजली बचाना भी देशसेवा से कम नहीं है। बच्चे घर में अपने माता-पिता से बिजली बिल को कैसे कम किया जाए इस पर जरूर चर्चा करें। हम अनावश्यक चल रहे पंखे, बल्ब को तुरंत बंद करें। कम से कम से पूर्णिमा के दिन चांदनी रात में दो घंटे घर की बिजली बंद कर बड़ा योगदान दे सकते हैं। इससे पर्यावरण को बचाने में भी मदद मिलेगी।

5. पर्यावरण संरक्षण पर जोरमोदी ने बच्चों को पर्यावरण संरक्षण की सीख देते हुए कहा कि मौसम नहीं बदला है, बल्कि हमारी आदतें बदल गई हैं। इसे ठीक करना होगा। हमें प्रकृति से प्रेम करना सीखना होगा। पहले मां हमें बताया करती थी कि चांद हमारे मामा, सूरज हमारे दादा, नदियां हमारी मां हैं लेकिन आज वह शिक्षा बच्चों को नहीं मिल रही है। हमें फिर से उस ओर लौटना होगा।

6. डिजिटल इंडिया का सपनामोदी ने छात्रों से कहा कि हमारा सपना डिजिटल इंडिया का है। आज सूचना प्रौद्योगिकी के इस युग में छात्रों को तकनीक से दूर रखना गुनाह है। हमारे युवा बहुत प्रतिभाशाली हैं। बस इन्हें रास्ता दिखाने की जरूरत है।

7. किताबें पढ़ने की आदत डालें

मोदी ने बच्चों को किताबें पढ़ने की आदत डालने की नसीहत दी। उन्होंने कहा कि बच्चे वैसे सफल लोगों की जीवनी पढ़ें जिन्होंने देश और समाज के लिए कुछ बड़ा किया है। उन्होंने कहा कि आजकल हर काम गूगल गुरु द्वारा होता है, लेकिन इससे जानकारी मिलती है ज्ञान नहीं।

8. शिक्षक-छात्र के बीच हो आजीवन संबंध

प्रधानमंत्री मोदी ने छात्रों और शिक्षकों के गहरे संबंधों पर जोर दिया। उन्होंने कहा कि अक्सर ऐसा होता है कि दोनों पढ़ने और पढ़ाने के बाद एक-दूसरे को भूल जाते हैं। मोदी ने कहा कि शिक्षक-छात्र के बीच का संबंध आजीवन रहना चाहिए। छात्र समय-समय पर अपने शिक्षक से अवश्य मार्गदर्शन लेते रहें।

9. सपना कुछ करने का हो

मोदी ने कहा कि हमारा सपना कुछ बनने का नहीं, बल्कि कुछ करने का होना चाहिए। मैंने कभी नहीं सोचा था कि मैं प्रधानमंत्री बनूंगा। लेकिन देश के लिए कुछ करने की आकांक्षा जरूर थी। एक राजनेता ही नहीं, एक अच्छा छात्र बनकर भी देशसेवा की जा सकती है। एक बच्चे के प्रश्न के जवाब में कि प्रधानमंत्री बनने के लिए क्या जरूरी है, मोदी ने हंसते हुए बच्चे से कहा कि 2024 के चुनाव की तैयारी करो। यदि तुम प्रधानमंत्री बने तो अपने शपथ ग्रहण मुझे जरूर बुलाना।

10. अंदर के बचपन को जिंदा रखें

प्रधानमंत्री ने अपने अंदर बचपन को बचाए रखने पर जोर देते हुए कहा कि हम अपने भीतर के बालक को जिंदा रखें ताकि हंसते-खेलते हर बाधाओं को पार पाने में सक्षम हों। जैसे एक बालक गिरने से न डरकर चलने का प्रयास करता रहता है, उसी तरह हमें भी ऐसी सोच कायम रखने की जरूरत है।

Prime Minister Narendra Modi in his over one-hour long extempore and charged Independence Day speech on Friday laid out the action plan his government wants to take in the coming time and gave a call to citizens to help build the nation.

1. Everything is not for us. There are some things that should be for the nation. Let's think beyond 'what about me' and look at the nation.

Govt. to rope in Truth Labs to clear cases

To clear pending cases at the Forensic Science Laboratory Rohini, the Delhi Government has decided to outsource the work of “document examination” to Hyderabad-based Truth Labs.

The non-government organisation, which has a branch at Safadarjung Enclave, is providing legally valid services by accredited experts to individuals and institutions. The Home Department will be signing a memorandum of understanding with Truth Labs soon, officials said.

“The reports of Truth Labs are admissible in court of law. The Economic Offence Wing of the Delhi Police has been availing their services on a regular basis. The decision has been vetted by the Law and Finance Department and the MoU will be signed soon. The Lab is likely to start working on our cases by next month,” a senior Delhi Government official said.

While several retired professionals from the State-run FSL are working with the Truth Labs, officials said an expert not lower than the rank of director or deputy director will be involved in document examination related to cases of the Delhi Government. The State Government will have some discretion in choosing the panel of “experts who could not work on cases referred from the Rohini FSL”.

“The empanelment will be subject to the Vigilance examination at the time of retirement of the experts,” an official said.

Around 2,100 cases are pending with the document division at the Rohini FSL.

“With the current workforce, the Truth Labs will be able to clear around 50 cases in a month. In the meanwhile the document division at Rohini will also continue to dispose cases. We expect to clear the backlog over the next 18 months,” an official said.

यूपी के विभाजन का वक्त आ गया है ?

उत्तर प्रदेश में लगातार बढ़ते अपराध ने हर किसी को सोचने पर मजबूर कर दिया है कि क्या उत्तर प्रदेश के विभाजन का वक्त आ गया है? हत्या, चोरी-ड़कैती, बलात्कार गैंगरेप यूपी के लिए आम बात हो चुकी है। ऐसा कोई सा भी दिन नहीं जा रहा जब राष्ट्रीय अखबारों और टेलीवीजनों में उत्तर प्रदेश से संबंधित अपराध और दुष्कर्म की खबर न हो।

बढ़ते अपराध की वजह से शासन और प्रशासन भी पंगु दिखाई दे रही है। उधर राज्य सरकार की नीतिया भी इन अपराधों को रोकने के मामले में पूरी तरफ से निरर्थक और निष्क्रिय साबित हो रही है। वैसे यूपी में ‘अपराध का मुद्दा’ पहली बार नहीं है। बिगड़ते कानून व्यवस्था के मामले में यूपी हमेशा से ही अन्य राज्यों की तुलना में अव्वल रही है। इसके लिए स्थानीय सरकार को जिम्मेदार ठहराया जाता है। यूपी को अब तक जिस तरह की सरकारे मिली है उन सभी सरकारों ने अपराधियों को शह दी है। उन्होंने जनता के विकास और सुरक्षा के बारे में न सोचकर धर्म और जाति अधारित राजनीति की है।

दूसरी तरफ वह लोग भी है जो इन कारणों को जिम्मेदार तो ठहराते ही हैं, साथ ही उत्तर प्रदेश के विभाजन की भी बात करते हैं। उनका मानना है कि इतना बड़ा प्रदेश होने की वजह से कानून व्यवस्था कायम रखना किसी भी सरकार के लिए असंभव सा है।

51 killed as plane crashes during emergency landing

At least 51 people were killed when a TransAsia Airways passenger plane made an emergency landing in Taiwan’s Penghu county Wednesday.

Authorities said the plane, carrying 58 people including four crew, crashed near the airport on the outlying Penghu island.
“Fifty-one people are feared dead and seven people injured,” Taiwan’s Civil Aeronautics Administration Shen Chi told reporters, but the local fire chief put the death toll at 45.

Typhoon Matmo pounded Taiwan with fierce winds and downpours on Wednesday, leaving nine people injured, shuttering financial markets, and interrupting rail and air transportation.

Matmo, packing gusts of up to 173 kilometres (107 miles) per hour, slammed into the east overnight, becoming the first tropical storm to make landfall on the island this year, the Central Weather Bureau said.

बदायूं के कटरा सादातगंज में हुए गैंगरेप की पीड़ितों का फिर से पोस्टमार्टम कराने के लिए उनके शव बाहर निकालने में नाकाम रहने पर सीबीआई पीड़ितों के निजी सामानों और ‘वैजाइनल स्वैब’ को डीएनए जांच के लिए हैदराबाद स्थित प्रयोगशाला में भेजेगी. सीबीआई सूत्रों ने कहा कि एजेंसी ने फॉरेंसिक विशेषज्ञों के तीन सदस्यीय पैनल के सुझाव पर पीड़ितों के कपड़े और कुछ अन्य निजी सामान परिजनों से एकत्रित किये हैं.

सूत्रों ने कहा कि स्थानीय डाक्टरों द्वारा एकत्रित किये गये ‘वैजाइनल स्वैब’ भी एजेंसी ने अपने कब्जे में लिए हैं जिसे जल्द ही डीएनए जांच के लिए हैदराबाद की प्रयोगशाला ‘सेंटर फॉर डीएनए फिंगरप्रिंटिंग एंड डायग्नोस्टिक्स’ में भेजा जाएगा. उन्होंने कहा कि यह केन्द्र जांच एजेंसी को संभवत: एक सप्ताह के भीतर एक रिपोर्ट दे सकता है.

दोबारा पोस्टमार्टम की उम्‍मीद कम

मामले की जांच कर रही सीबीआई को यूपी ब्रिज कॉर्पोरेशन की ओर से मायूसी हाथ लगी है. गंगा के मौजूदा जलस्तर में ब्रिज कॉर्पोरेशन ने दोनों लड़कियों के शव निकालने में असमर्थता जताई है. ऐसे में शवों के दोबारा पोस्टमार्टम की संभावना क्षीण होती दिख रही हैं.

ब्रिज कॉर्पोरेशन की ओर से साफ कर दिया गया है कि गंगा का जलस्तर कम होने तक वह कुछ नहीं कर सकता है. इस बीच, नरौरा, बिजनौर और हरिद्वार बैराज से मिली सूचनाओं से साफ है कि अगले 15 दिन तक यहां वाटर डिस्चार्ज में कोई कमी आने वाली नहीं है. लड़कियों के शव निकालने के लिए जांच एजेंसी ने ब्रिज कॉर्पोरेशन से मदद मांगी थी.

रविवार दोपहर ब्रिज कॉर्पोरेशन के प्रोजेक्ट मैनेजर आरके अग्रवाल के नेतृत्व में चार सदस्यों की एक टीम मुआयने के लिए अटैना घाट पहुंची. ब्रिज कॉर्पोरेशन के अधिकारियों की मानें तो गंगा का पानी कब्रों के 54 मीटर आगे तक पहुंच गया है. यही नहीं, कब्रों के ऊपर भी करीब छह फीट पानी बह रहा है. ऐसे में फिलहाल शव निकालना नामुमकिन है.

ब्रिज कार्पोरेशन की टीम ने यहां डैम बनाने और गंगा का बहाव मोड़ने की संभावनाओं को भी तलाशा लेकिन नतीजा सिफर रहा. इस बीच सीबीआई सूत्रों ने कहा कि अब गंगा का जलस्तर कम होने का इंतजार किया जाएगा. जलस्तर घटने के बाद एक बार फिर शव निकालने की कोशिश की जा सकती है. अगर दोबारा पोस्टमार्टम में कामयाबी नहीं मिलती है, तो भी जांच प्रभावित नहीं होगी. घटना का खुलासा करने के लिए जांच एजेंसी पर्याप्‍त सुबूत जुटा चुकी है.

Malaysia Airlines flight

The US has pointedly criticised Russian arming of rebels in Ukraine as the world demanded answers over the shooting down of Malaysia Airlines flight MH17 by a suspected Russian-made missile, resulting in the death of all 298 people on board the civilian airliner.

The White House stopped short of directly blaming Russia for the plane’s destruction but linked its remarks on the disaster to the Kremlin’s support for separatists in Ukraine, urging Vladimir Putin’s government to stop inflaming the situation in the country and take "concrete steps" towards de-escalation.

The huge loss of life threatens to have wide-ranging and unpredictable consequences, coming just after the US imposed further sanctions on Russia for continuing to provide weapons to the rebels.

The former US secretary of state, Hillary Clinton, made some of the most potent remarks in a television interview, saying there were strong indications Russian-backed militia were to blame and action was needed to "put [Vladimir] Putin on notice that he has gone too far and we are not going to stand idly by".

Clinton called for the EU to increase sanctions on Russia, while the Australian prime minister Tony Abbott demanded that Russia explain the disaster as it “now seems certain it’s been brought down by a Russian-supplied surface-to-air missile”. 

Divided India ?

Narendra Modi, the opposition Bharatiya Janata Party’s prime ministerial candidate, reached out to Muslims on Sunday by promising them “inclusive” economic development.

"We believe in economic development, while you play the politics of votes, letting Muslims languish in poverty," Modi said at a rally in Uttar Pradesh state, in a jibe at rival political parties.

In a Hindu-dominated country, Muslims account for 13 percent of India's population and play a critical role in deciding electoral outcomes in at least 100 of the 543 parliamentary seats.

With general elections less than three months away, Modi - the election frontrunner - is seeking to woo Muslim voters. In doing so, he is seeking to change popular Muslim perception of him as an anti-Muslim leader. He has already said he regrets the riots in his home state of Gujarat that killed at least 1,000 people, mainly Muslims, in 2002.

But the jury is still out on whether India’s Muslims are willing to forget and forgive Modi for the deadly riots. Some of them spoke to Shaikh Azizur Rahman about what they thought about Modi and his latest sales-pitch for their votes.
