Rail budget 2014-15: Challenges before the Modi government

The Narendra Modi-led NDA government is expected to table its maiden Railway Budget in Parliament next month. Just as the General Budget, the Rail Bugdet too will be keenly watched by experts and the country as a whole.

Here are the challenges that the government will have to address -

Track expansion and modernisation -

The policy paralysis of the previous UPA government is said to have hampered electrification, expansion and modernisation of Railway tracks. The tracks which run through vast swathes of desert land in Rajasthan (pl check but i think karnataka and HP are even behind rajasthan in terms of electrification though desert ares of rajasthan and gujarat are also far behind) and through the hilly terrains of North East are yet to be electrified. Also, a few-metre gauge Railway tracks in North East still remains to be changed into broad-gauge 67 years after independence. One such example is the Lumding-Silchar Railway metre gauge track which is undergoing expansion at a snail's pace. The track is being upgraded to a broad gauge track. The track must be converted into a double line taking into consideration the future prospects of traffic on the route.

It can be said to be a matter of shame that the Indian Railways have failed to electrify the Delhi-Guwahati route though the plan to do so was sanctioned under the ministership of Lalu Prasad Yadav. The track is electrified only till Barauni junction. Another Railway track from Kolkata to Guwahati via New Jalpaiguri is electrified till Khana jucntion while the 2020 vision document of the Railways mentions that electrified seamless Railway connectivity will be operationalised between Kolkata and Guwahati by the year 2020.

In the state of Rajasthan, out of a total of 5854 kilometres only 642 kilometres is electrified, whereas in Uttar Pradesh out of a total route of 8702 kilometres only 2137 kilometres was electrified till 17 February, 2011. The existing Railway tracks must be modernised with concrete foundations for increasing the speeds of superfast trains running on LHB (Linke Hofmann Busch) coaches. The tracks need to withstand the load of heavy traction motors located in the underbelly of WAP-7 locomotives and vibrations while the trains run on them at speeds of more that 180 kilometres per hour. India can also follow the European model of track construction where concrete sleepers are being replaced with plastic and fibre glass sleepers which can absorb more vibrations.

Overhauling of locomotives –

Indian Railways have already started experimenting with new generation of diesel and electric locomotives. Electric WAP-7 locomotives are already under limited use in Rajdhani and Shatabdi trains. The WAP-7D (7000 horsepower) with dual brakes is also undergoing experimentation. On the other hand the Railways are yet to commercialise the WDG-5 (Bheem) diesel locomotive technology even after two years of its inception. The implementation of WAP-7D technology must be speeded up.

Dedicated Freight corridors -

The country lacks contemporary Railway infrastructure for speedier transportation of goods in important routes. A Dedicated Freight Corridor (DFC) was conceptualised during the UPA-1 regime. Work is under progress on the western freight corridor between Delhi and Mumbai. But work on the Ludhiana-Kolkata eastern freight corridor is moving at snail's pace. The other five freight corridors - East-West Corridor (Kolkata- Mumbai), North-South Corridor (Delhi-Chennai), East Coast Corridor (Kharagpur-Vijayawada), Chennai-Bangalore Freight Corridor and Southern Corridor (Goa- Chennai) – which were proposed during the previous UPA regime still remains on papers.

Rationalisation of fares -

At a time when Railway fares seems to have been frozen in a time warp, more emphasis should be given to rationalisation of fares as per the present market conditions. It would be nothing less than irrational to maintain low fares to cater to the populace. The Railways should explore the option of running the system at a no profit, no loss basis which would be beneficial for marginalised sections of the society as well as save the exchequer from huge financial losses.

FDI, corporatisation and privatisation -

While speculation is ripe that the government is ready to welcome 100% FDI in a few areas of Railway infrastructure (including high speed tracks, dedicated freight corridors and station development), the government must take a cautious approach towards allowing FDI in railway infrastructure in strategically sensitive border areas. Full privatisation of Railways may not work in India as a huge chunk of passengers travelling by Indian Railways are from the marginalised sections of society. The objective of any private entity is to make profits which may badly impact the vulnerable below poverty line (BPL) populace travelling on trains. But limited corporatisation (on PPP model where the government has a controlling stake) with an effective regulatory mechanism can be executed. The government must also allow the Rail Tarrif Authority (RTA) to function independently.

Fleet modernisation-

The Railways must lay more emphasis on fleet modernisation by introducing high speed LHB coaches in all trains and using WAP-7 electric locomotives in all superfast trains. Fire proof coaches should also be introduced on all existing trains. The curtains between seats and berths (in AC 2 tier coaches) should be done away with as these materials are prone to catching fire.

Safety and security -

The Railways must install CCTV cameras and fire alarms on all trains for the safety and security of passengers. Daily passengers must be stopped from travelling illegally in reserved coaches at any cost. The number of women RPF personnel on trains should be increased for the safety and security of women passengers in local and long distance trains.

High speed corridors -

The Railways should initialise work on several high speed corridors on suburban routes to start with. High speed bullet trains should also be introduced on trunk routes later. The government can also explore the option of bringing in sophisticated Maglev (Magnetic Levitation) technology for running very high speed wheel-less Maglev trains on electromagnetic tracks in urban conglomerations and suburban passenger corridors.

When will finish Electricity problem in OUR UP ?

Electricity problem is a one of the biggest problem in U.P. The government is change but situation is same. The peoples do something for this. After having PM Modi Sir will surely find out several strong ways to accommodate electricity time to time for students and other necessarily as our requirement.  In this era of high tech living we are facing a daily power cut of around 8 - 15 hours in cities like Faizabad, Sultanpur, Basti, Lucknow, Ayodhya etc. In Faizabad alone a daily power cut of 7 - 11 AM and then 1 - 5 PM is noticed.

Family, business and offices are facing heavy work loss due to that because they have to be dependent on generators which consume either Diesel or Kerosene which is not only become costly but also create lot of air and noise polution.

Situation will become more worst in coming summers. Let's come to gather and do something for this.

The Tragic Accident - A mistake

Bangalore, June 10: Twenty five engineering students including six girls have been washed away as water from Larji dam was released suddenly to Beas river in Himachal Pradesh on Sunday, June 8. Hours after the tragic accident, blame game has begun and it also has been suspected that the young students might have become victims of a conspiracy. According to media reports, local people suspected that sand mafia and their alleged connection with officials might have created such situation in which the innocent students died. Localites raised question about the timing of water release. They claimed that water could have been released at night as days are longer in summers and people indulge in many activities on the riverbank. Localites raised question about the timing of water release According to a few villagers, sand mafia becomes active in the evening at the region. One of the villagers was quoted as saying, "The authorities often release the water in the evening to flush out the silt deposited in the reservoir. The project authorities release the water at the time convenient for the sand mafia to extract sand illegally." Media reports also quoted villagers as saying, "The local administration also doesn't act against the illegal mining. Even the railing on the roadside have been stolen or damaged by sand mafia who has laid small roads to the riverbank from national highway." Meanwhile, Himachal Pradesh High Court asked the state government to submit its report within seven days. Justice Tarlok Singh Chauhan said, "Going by contents of news items, it is a sad tale that sheer fun of young students turned fatal as a consequence of utter and callous negligence of power project authorities." A group of nearly 50 students from Andhra Pradesh were travelling on buses to the tourist hill station of Manali when they stopped in the Kullu Valley, some 200 kilometres (130 miles) from state capital Shimla. Water from the dam was released suddenly when the students were taking pictures on the riverbank. While some claimed that siren was not heard before water was released,GP Sanjay Kumar asserted, "The sudents must not have heard it because of the noise from the river."

How do we stop rapes ?

Rape is rooted in two reasons. It is primarily a foundational issue. It is the failure of social norms, from the family to educational institutes, to exercise control. Thus society has gone weaker and become loose. People then behave like loose canons. They may have gone to school, but that is not education, that is literacy. Today the boys only want Mazaak and Mazaa- and that obviously means disrespect for women.
The police is a step behind and not in step with society. It is not audited and is monopolistic in nature. If you don’t conduct social audits, you don’t receive any feedback from the community. How are you to strategies without any feedback from the ground? The system suffers from a statistical approach. So, while you may have failed professionally you are still successful statistically. Statistics hide information. Statistics state there is only a marginal increase in rape cases. But hardly anyone reports them.
These things perpetuate crime and embolden the criminal. In the good old days we used to do group patrolling. The community and the police used to work together. Now they have abandoned support schemes such as citizens volunteer schemes.
We used to maintain a rough register that contained names of ruffians. The officers used to visit their homes and check on them. We even kept an eye on school dropouts. Nobody was out of sight. We did that with minimum manpower and maximum community support.
Good policing means that the law is the same for everyone. We never spared any VIP. It was all about being accountable to the community. Today, the police is accountable only to the VIP.
We need to rise to the challenge and co-opt private security if there is a problem of manpower. I have trained thousands of boys and girls in civil defense. Where are they? Where are the citizen wardens?
There are four steps to what I call the Complete Criminal Justice System:

Every one think off giving punishment to the rape crime, not finding the solution to prevent it.I am not telling there should not be any punishment for the rape, there is, but not hanging or castration or imprisonment. These are wrong punishments. The right punishment is to tie the person naked to tree and throw stones, footwears for 3 to 5 minutes whether he dies or not till that time. That’s his luck. We cannot give punishment of death to someone without giving him the chance to survive. Humiliation is the perfect punishment for some rape criminal, not for the murderer.
